En Julio 2017, el gobernador de Puerto Rico Ricardo Rosselló Nevares designó a George R. Joyner como Comisionado de Instituciones Financieras (OCIF) sustituyendo a Rafael Blanco Latorre, quien fuera Comisionado entre 2012 y 2016; Ivelisse Colón (qepd), ocupó la posición de forma interina durante 2017. El Sr. Joyner aceptó regresar al servicio público, con el fin de “ayudar a supervisar y fiscalizar el sistema financiero de Puerto Rico para asegurar su solvencia, solidez y competitividad; propiciar el desarrollo socioeconómico de la Isla, y salvaguardar el interés público” como dijera el Gobernador Roselló al nombrarle.
El Sr. Joyner posee una maestría en Administración y Finanzas de The Wharton School de la Universidad de Pennsylvania, un bachillerato en Matemáticas de la Universidad de Puerto Rico y uno en Contabilidad de la Universidad Metropolitana. De 1999 al 2006 fue Vice Presidente Ejecutivo y CFO/CIO de Reliable Financial Services, Presidente de Reliable Mortgage de 2006 a 2008 un “Mortgage Affiliate” de Wells Fargo en la isla. De 2009 a 2012 fue Director Ejecutivo de la Autoridad para el Financiamiento de la Vivienda de Puerto Rico para luego dedicarse por 5 años como consultor de instituciones públicas y privadas en Tampa, Florida.
Aceptando el cargo de Comisionado, el Sr. Joyner manifestó: “Vivimos en tiempos de muchos retos. Tenemos la encomienda de simultáneamente fomentar el crecimiento económico de Puerto Rico y salvaguardar y mejorar la solidez de nuestros recursos financieros. Estoy convencido de que la OCIF en conjunto con sus homólogos al nivel federal, el FDIC, el Federal Reserve, el Departamento del Tesoro, la Securities Exchange Commission y otras, seguiremos trabajando como un equipo para asegurar el bienestar financiero de todos los puertorriqueños”.
In July 2017, the Governor of Puerto Rico, Ricardo Rosselló Nevares appointed George R. Joyner as the head of the Office of the Commissioner of Financial Institutions (OCIF), replacing Rafael Blanco Latorre, who was a Commissioner between 2012 and 2016; Ivelisse Colón (qepd), held the position on an interim basis during 2017. Mr. Joyner agreed to return to the public service, in order to “help supervise and oversee the financial system of Puerto Rico to ensure its solvency, strength and competitiveness; promote the socioeconomic development of the Island and safeguard the public interest ” as Governor Roselló said when he was appointed.
Mr. Joyner holds a Master’s Degree in Administration and Finance from The Wharton School of the University of Pennsylvania, a Bachelor’s Degree in Mathematics from the University of Puerto Rico and one in Accounting from the Metropolitan University. From 1999 to 2006 he was Executive Vice President and CFO / CIO of Reliable Financial Services, Division President from 2006 to 2008 at Reliable Mortgage, a Wells Fargo mortgage affiliate established in Puerto Rico. From 2009 to 2012 he was Executive Director of the Puerto Rico Housing Financing Authority (PRHFA ) where he launched programs at PRHFA assisting 27,500 families in acquiring homes valued at $3.8 billion in sales price and prevented foreclosures on 2,500 homes. PRHFA was re-awarded HUD’s Section 8 program for Puerto Rico. He then retired from public service and became a consultant for public and private institutions in Tampa, Florida.
Accepting the position of Commissioner, Mr. Joyner said: “We live in times of many challenges. We are entrusted with simultaneously promoting the economic growth of Puerto Rico and safeguarding and improving the soundness of our financial resources. I am convinced that the OCIF in conjunction with its counterparts at the federal level, the FDIC, the Federal Reserve, the Treasury Department, the Securities Exchange Commission and others, will continue to work as a team to ensure the financial well-being of all Puerto Ricans”.
