Josefino I. Torres a career service officer with the rank of CESO II and an unblemished record of forty (41) years of government service rising from the ranks and holding the current position of Deputy Administrator of the Overseas Workers Welfare Administration of the Department of Labor and Employment.
Represented the Republic of the Philippines and delivered country papers in various international forums, meetings and workshops.
Participated in various international seminars and training programs.
Was recipient of a number of certificates of recognition and appreciation given by local government units, non-government organizations and private sector organization including business organizations and establishments; most distinguished of which was being cited as one of the Ten Outstanding San Pableños 2013 given by the City Government of San Pablo, Laguna.
Obtained a Doctoral Degree in Public Administration from the University of the Philippines and the degrees of Master in Development Management from the Asian Institute of Management, Master of Science in Agricultural Economics from the University of the Philippines at Los Baños and Bachelor of Science in Agriculture from the University of the Philippines at Los Baños.
Was a recipient of various local and international scholarships and fellowships.
Wrote a number of published articles and unpublished papers.
